sandstone not stuck

Afternoon,
I've massively cocked up so please feel free to point that out.
Laid 15sqm of riven uncalibrated sandstone and most of its loose, didn't do any bond bridge just laid on solid 1to5 screed mix. When I say loose, hollow sound when stepped on, lifts off easily but no real "rock"
The Slabs lift off and the bed underneath is totally solid and 90% coverage
so the thought of taking up this 35 mm plus screed bed is a massive task for me, have I got any chance of fixing this by wetting the slab, pva cement slurry and back down? Or any other possible ideas would be much appreciated. This is my own patio not a client.
