I have no knowledge of what "one-man-bands" charge in London.

But for one person, Pimlico Carpentry services (a large company) charge £95/hr.
Can't recall the name but there's another emergency carpentry services company (as they style themselves) in central London that uses 2-person crews at £200/daytime hr.

The OP might be lucky and hire a competent local handyman for a lower cost

I agree with you that there is often confusion about terminology.

What precisely is "a nightmare" in doing a simple carpentry job?

Can you tie your shoe laces or do you call in a specialist?
 
Those windows are a nightmare even for carpenters.
They really are not. Very simple construction, and in theory this is a very straightforward repair, probably made more difficult by everything being painted up to hell and with varying degrees of rot and softness. If the window is actually sound and the weight pockets are accessible, it's fairly easy.

BTW, I made a whole house of sash windows as a DIY project, so not that much of a nightmare.
