Satinwood paint

Does this stuff ever actually dry? I mean properly, hard type of dry?

I've painted some newly fitted mdf window sills and despite being done over 4 weeks ago they are still kind of soft. i.e. place mats, vases etc stick to the surface.

Is this normal or should I bite the bullet and gloss over them?
 
What brand was the paint?

All the woodwork in our house is finished in Dulux trade satinwood and it dried properly hard in about 5 days.
 
Thank you all for your replies.......so sorry it's taken me so long replying myself!!!

The paint is Dulux Quickdry Satinwood Mid Sheen. And it says that it is water based on the tin.
