It is a bit of VIR cable on the side of an old farm building. It goes through a hole in the side of the building just above the picture and is cut off just below the pic. Don't know if it is fed from inside or what and whether it was live (highly doubt it)
All the insulation has fallen off from being outside for 40+ years
