Scaffolding on my land. What rights do i have ?

The bit to be infilled is to be a double story extension, so it will make a big difference. It is that single kitchen and it is to be filled in and built upwards. I think the garage will stay as it is.

I am not worked up about this at all, just wanting to get some info so i know where i am coming from when i meet this guy next week.

If he can get a double extension while he be allowed to have windows over looking my yard then, or not ?

That looks like a soil pipe there. If that goes up to a bathroom window, then he could probably have a two storey extension. If it's a bedroom window, not.

Having windows on the boundary is probably out of the question
