this is not normal wear and tear, it is avoidable damage. Can he even have pets?

Not entirely sure, I don't think so, think it's the soft one.
 
Well what I'm getting at is whether the floor is actually flooring, or just some cheap soft ply, in which case, you can hardly be blamed if it scratches badly with normal wear and tear.
 
Do you know anyone with a steam floor cleaner ?(QVC type). Indentations on wood will lift with a cloth (to cover) and a steam iron - but it seems like a chore to do it ths way. just remember to dampen the cloth.

those are not just indentations, they are claw scratches.

He shouldn't do anything to them without the owner say so.
