908 should be mixed with warm/tepid water when used as a primer. Cold water will congeal the dpm. It will always have a tacky finish unfortunately in the past we have had to use boards to do further coats.

The warm water makes sense, would help if it said on the instructions.
I put a 2nd coat around the edges and up the walls then put a sheet dpm over the whole thing in the end.
I don't think it's a good idea to use this as dpm on floors just creates problems, a sheet is a far more practical option.
