i know you should use cavity closures for the job but have been told there a con and i could just use spray foam or slate is this correct? also do i plasterboard over window cavaties and glue the internal cill on top? thanks in advance

Expanding foam, insulation board strips etc. Or even ...... return the blocks at the reveal 
You should close all the cavities including at the cill
Remember that you need to do it properly to prevent air leakage, and don't forget the DPC!
