Seals on heat exchanger

Hi, pics are of the old heat exchanger on an Ideal ISAR HE24. Should they look like this? I believe it is the hot tap side that has gone like this. I would even go as far as saying that some of the stuff could be plastic from the plastic pump housing it mounts to
