Servo diaphragm valve toilet issue

Hi there

Recently our toilet is taking an awfully long time to fill up. We have (what the DIY book describes as a..) Servo-diaphragm valve type (googling doesn't help), and the water to fill it seems to spit/spray out (imagine putting your thumb over a tap, and the resulting spray). Having never looked at it before, i don't know how it compares, but it's now quite noisy and takes around 15 minutes before it goes quiet and is full. If i move the arm up, the water stops spraying and is quiet.

What might this be? Is it something I can fix rather than replace or is something broken? It also has a plastic piece (balloon like) that doesn't appear to be doing anything.

Can anybody help or make a suggestion please?
