In the middle, the tounge n groove boards are rotten, the felt seemed ok, Heavy duty green mineral, I ripped some on top to have a feel, as i will replace anyway

The top boards are rotten as well, would that just be the felt causing the prob?

nope not the felt
water is getting in and lying around causing the wood to rot
wood dos'nt rot because it gets wet it rots because it stays wet
thats why fences rot or doors and windows because they are sitting in damp[soil or rubbish] or the paint has a gap lets the water in and hold it in and stops evaporation and causing rot
 
Must be the felt then letting water in someway, just seems as if the felt is dry though, suppose its a few yrs old now

felt has a life of around 5 years so time to change it any way :D ;)
