Should I give this Company a wide berth?

If the plan is to get it rendered, find a decent plasterer who does exterior work rather than a builder who may be great at other stuff but terrible at knowing what pebbledash is
 
Are there similar adjacent properties to your own? Do they all have pebble dash? It will be important to know what is under the coating, it might have been added during the original build and be an essential coating, or added at a later date purely for decorative effect. The first will likely look a mess if the coating is removed and need to be addressed.
All the bungalows are the same and nobody has changed from Pebbledash. Perhaps this is what he meant ?

Sounds to me like the builder is just trying to get a better understanding of the work.

If they'd been to site and had a look, it would be a question that might indicate that the builder wasn't experienced in this kind of work. But if they've not been to site, seen what you're asking them to remove and are just working off photos, i wouldn't view the question as anything to be worried about.

If you want the smooth finish as opposed to pebble dash and the pebble dash is in good condition, why not just render over the top?

Yes I'm considering that but as the PB is quite lumpy in places I am concerned how thick the render would be and the weight of it.
