Should I leave ELJAN water heater on all the time ??

Hi, I have a Johnson & Starley ELJAN water heater with a primatic water cylinder. I understand that this is based on inertia and it takes about 2 hrs to heat a full tank from cold.

I currently have it on for 2hrs in the morning and 1hr at night but I have been told that these are designed to be left on all the time - should I be leaving this on and will it cost me a lot more to run. I believe that the ELJAN switches on and off based on the temp of the return water and there is not a thermostat on the water cylinder.
