All bare plaster needs a 'mist coat' which is diluted emulsion. This makes the emulsion stick to the plaster so it doesn't peel off.
All loose paint needs scraping off. a mist coat needs applying to bare plaster. A fine surface filler and sanding should help to get rid of all uneven surfaces where a ridge has been created by removing the paint.
All filler should have a mist coat too, again for good adhesion.
Make sure your bathroom has a decent extractor fan to help get rid of moisture which can cause condensation, mould and flaky emulsion.
