use plenty of ptfe tape to form a gasket adjacent to the flange.

Sounds to me like the best solution would be locktite55 on the threads and ptfe tape to form a seal around the flange.

You only need the Loctite/PTFE the threads. Water shouldn't be getting to the flange.
