Shower not getting hot. Photo included

Hi all

I've been asked to have a look at this shower below as its only providing lukewarm water. Now i've not worked on these before so a bit unsure as top what may be causing the issue. Am i correct in believeing these use a wax capsule inside the unit?

Anyway advice and a possible solution would be great appreciated.

First question is whether it has ever worked properly.

If yes, then check the filters within the inlets.
If no, then is the cold supply mains and the hot gravity?
 
The thermostatic mechanism can sieze on these due to scale,i stripped hundreds of these when working at an Army barracks.
Check Dextrous's advice first though.

just spoken to the tenant on the phone, he appears to believe its on a combi boiler, no water tank or pipework coming from upstairs as far as he can tell. doesnt sound like gravity fed.

he's only recently moved in so is not sure how long its not been working correctly.

As it is surface mount, you might save yourself a lot of farting around if you recommend fitting a simple torpedo type surface mount thermostatic valve as a replacement. They work very well, last a long time and are easy to fit / change / service, and can get them for £ 60 new!
