shower water only running out slowly

my inlaws have just moved house and found that the shower,which is a Bristan design utility club bar shower with adjustable riser and amp,is only flowing water very slowly,also the "tap" doesnt seem to turn more than 1/2 a turn.Water flows well from all taps in the house,just the shower has the problem. Does it need a new "bar"?

Holes in the head first!

They often have filter washers at the inlet which become blocked with debris after a while.

sorry,should have mentioned that they put a new shower head on but still the same.

sorry to sound thick but how would you get to these washers?

isolate the hot/cold and undo the two 3/4" nuts holding the bar shower on.
