Shut off valve on oil tank - up or down?

I have moved into a new property and am unsure if the shut off valve lever on the oil tank is in the CLOSED or OPEN position.

It is currently pointing DOWN, does this mean it is CLOSED. The only other position, if I turn it anti-clockwise is across i.e ----- parallel to the feed line emerging from the tank.

Any ideas?

If the handle is in line with the pipe the oil is on.
Handle at 90 degrees to pipe oil is off.
