Shutting Off Downstairs Radiators For Complete Replacement

Im looking to replace all of the Radiators and pipework in my home and want to do it in stages.

My downstairs Radiator pipes are buried under a concrete floor and I know that one of the pipes has a leak..typically under a recently tiled kitchen floor.

My plan is to cut into the send and return pipes UPSTAIRS, so as to isolate everything downstairs allowing me to start ripping it out.

What I'd like some advise on, is should I Cap off the send and return flows upstairs, OR, Join them together forming a loop?

My theory is that by joing the pipes upstairs, I would maintain the flow for the upstairs heating, where as capping them would simply cause cold radiators in some rooms as the flow would be restricted.

Any advise would be much appreciated.
