Siemens rdj10 operating outside of timed parameters

Hi all, I have a Siemens rdj10 thermostat that is constantly giving demand for heat when temp falls below settings even when timings are set to off. I have it in "run" and "auto". The display shows 1st Off or 2nd off but still have triangle for heat demand and rads are on? I bought a new stat and with a multimeter, the normally open contact closes whenever temp drops below setting regardless of programmed off times? Any help appreciated.
