Silicone kitchen tap or note?

Is it recommended to use silicone to seal a kitchen tap to quarts counter tops? Im getting conflicting info online!

Normally come with a rubber seal,But silicone is ok

I can feel a thin rubber seal pressed into the base of the tap... would that be enough it tighten properly?
