siphon nuts? tight?

is it true that when changing a siphon, if you don't tighten the siphon nut tight enough (ie with water pumps) then when the cistern is replaced water will leak out of the back of the pan where the cistern sits?!!!

Yes this could happen, generally hand tight plus three quarter turn with pliers.

Usually water from under cistern comes from badly fitting / damaged donut washer.

Hi-yep today I don't think i tightened it enough with the pliers as it was fine second time. i know badly worn or damaged washer can cause water from under the cistern/back of the pan-but this was more than a leak a full flow!! so i took it out and tightened it more and it worked fine!!
