siting smoke detector

As part of upgrading my house, building control want connected smoke detectors, one of which is shown as sited in the hall way. It isn't clear from the drawings whether this should be on the upstairs or downstairs ceiling. Is there a standard practice or specific regulation?

That's what my building control officer requested and a heat detector in the kitchen.
