a lot of heating "engineers" size by radiators, I don't I always size by your HW demand.

The heating may be 15kw depends on rad sizes. and it also depends how quickly you want the cylinder to go from cold to hot,. 30kw should be more than enough.
Use either Sedbuk Boiler Calculator or EST online boiler calculator to find out what size boiler you need.
As you have a large cylinder, you should add another 2kW to the result.
