If you are sizing radiators for the hall and landing, should you also be using the stair area volume rather than just hall and landing area volume to calculate radiator sizes. for both hall and landing areas? Thanks in advance.

You should treat as two separate rooms.

Hall volume L X B X H Plus Landing L X B X H added together if rad only downstairs

given that your not going to be using the above as a living area then dont go for strictly volume sized rads, just go for a couple of suitable double convector rads to take the chill off.
there will be borrowed or leaked heat from other rooms entering the stairwell.
so the major concern might be ensuring good insulation in the loft above the stairwell and a well sealed loft trap if its over a landing.
