skimmimg waterproof internal render

can anyone tell me if you can use bonding and then finish on top of internal waterproof render or should you just skim straight on to the render? I have done bonding then finish and the damproofing guy says I should just have skimmed staight on to the render coz its not drying out

In any area prone to damp should not use bonding - will absorb humidity / dampness from the atmosphere and suck up any other form of dampness like blotting paper
