Sleeper planter against garage wall

We have a sleeper planter that has been built directly against a garage wall. It was built recently by someone who was doing our garden and it is higher than the damp proof course and is fixed to the wall. It is 4 sided so the sleepers are against the wall but there is no protective barrier between the wall and the sleepers. We’re worried about damp on the garage wall and so we were wondering rather than filling with soil, just filling with hardcore and decorative stones on the top and placing plant pots on there which we can move when watering? Is it mainly having soil in there that would cause the problems? I imagine the wood itself could cause the problems? Any advice greatly appreciated. Is there anything we can do other than have it removed?

How big is this thing? Can you detach it and re-attach it so it no longer bridges the DPC?
In any case, I would line it so the soil is not in contact with the timber to prolong the life.
