sleeve anchors and battens

I want to fix 2x1 battens to a block wall. I have seen that sleeve anchors are probably my best bet for fixing into the block but don't want to have the hexagon heads protruding. Would I be ok to countersink the heads into the battens and tighten with a socket or are there any anchors available that have a screw head that can be tightened flush with the battens. Many thanks.

why not plug 'n' screw?

we are talking about 2" x 1" battens aren't we?

3"-10's or 12's will eat it.
 
Thanks for the reply Noseall. Was a bit concerned that the blocks may crumble using plugs. I have seen on a couple of threads about the sleeve anchors being designed more for blockwork. If you think plugs will be ok then it will be easier. Thanks again.
 
use brown plugs with a 6.5mm drill bit. if they are aerated soft blocks, then use the drill without hammer.
