Is there anyway if sleeving a cold water pipe that is already in place through an air brick. Without cutting the pipe. Thanks

If you mean pipe in pipe sleeve as when a pipe goes through a solid wall, you could slice a plastic pipe lengthwise and slide it in.
What problem are you having with that pipe?

There is no 'sleeving' that would go around a pipe (like a larger piece of pipe) that wouldn't need to be cut to do it. I guess it's down to what you are trying to achieve?

Was a pipe that goes through to the garage I cut the elbow off at the bottom and sleeved it properly

If you're looking for something to protect the pipe as it goes through a wall, I find 20mm conduit is perfect for 15mm. 28mm pex is perfect for 22mm.
