How close to a cooker can a normal double socket outlet be situated?
 
The recommendation from the diagram in the electricians guide to the building regs is 300mm on the horizontal from the edge of the cooker.

WHY?
 
You also want to make it difficult for users to plug in e.g. a mixer or kettle on one side of the cooker, then drape the flexible cord over the hob to the other side.

But if you have plenty of d/sockets on both sides of the cooker, and all along the worktop, this will reduce the temptation.
