Coming back to the original post the most I have seen in a small area was the 1800 ish needed for the DSLAM test facility at work a couple of years ago. Racking about 30 ft by 8ft.
We needed to connect a DSL modem to each output from the DSLAM for testing and there were around 1800 of them. Each modem came with a std 13A plug - pity the electrician who had to wire them up, the modems didn't half generate some heat.
We don't do this for the current DSLAMS - they take roughly 10,000 lines.
