Talking of the 14th, which I often do (stop snoring Pens!), having read a great deal of it, it seems the regs since the mid 60's (can't comment on the 13th or earlier cos I ain't seen them..) have got progressively less clearcut, and more open to interpretation.
The 14th is full of direct "You must do it this way" kind of instructions. You know where you are because there is only one way to interpret the words!
But the 15th, and 16th and 17th, having read the DPC, all seem to be getting less & less clearcut.
The issue with being prescriptive about how you do something is that you restrict innovation. (Also, back then, there were far fewer options and far less kit available in the home - commercial installations do not vary as much as domestic.)
All modern regulations set out clearly what must be achieved and leave it to the practitioner to achieve the requirement by whatever means is appropriate in the circumstances. The trouble with this is that you do need to understand those requirements... and many, many 'electricians' simply don't.
