is there a definition of a socket circuit as opposed to a circuit with sockets on it?

Only the obvious.

A 32A socket circuit with, say, 10 double sockets could theoretically have 260A of equipment plugged in to it so it would not be advisable to connect a cooker to that circuit, but a cooker circuit frequently has a socket on the switch which is taken into account when designing the circuit.
