our home does not have a soil pipe the downstairs toilet connects to the lateral sewer and the bath and sinks all go into an outside drain which goes into the same sewer. Does the regulation actually say every home must have a soil pipe? I don't see it written anywhere and there seems to be a lot of confusion about this.

It's preferred (SVP), yes. Having said that, some house drains layout means that even though they have an SVP, it doesn't always vent their system efficiently.
 
Of this is a 1524 Tudor semi, then no regulation for a soil pipe. It's quite clear.
