Solar PV on Agricultural land

Hi all just wanted to see if anyone can shed some light on this;

im a member of an allotment association we are looking to erect a pergola on the allotment land, not visible form any public highway, the pergola will be bolted down so not a permanent structure.

the second phase of our project is to install solar pv modules to this structure,

my question is do we need planning as the land is agricultural?

the use of the land will not change just the provision on electricity will be added.

Surely the use of the land where the pergola would go is being changed.

Or are you still going to be growing stuff out of the rain and in the shade under the pergola?
