My house is made out of concrete and we have noticed damp appearing on the external walls causing the wallpaper to peel away. Is there anyway to line the walls preventing condensation and increasing the insulation as it is freezing during the winter months.

Bitumen coat the walls to stop damp then use foam backed plasterboard for insulation.

Made of concrete - is this a system built property from the 60's?

It really depends on where the 'damp' is as to what the cause may be, and therefore its remedy.

But, typically concrete external walls suffer from condensation dampness and balancing heating and ventilation is difficult to get right and not enough on their own - so if it is condensation, then dry-lining should remove the cold surface, and prevent condensation
