Soot on walls after kitchen fire

Guys....any advise on what to do following a kitchen fire. The emulsioned walls now have a light dusting of soot which just smears as you try to rub it off. Is there a primer that should be applied before repainting with a matt emulsion to guard against the soot leeching through at a later date???? Ta for any guidance
 
try zinseer bullseye. it`ll seal it in and stop it bleeding back through. or a really good clean down and oil based undercoat
