Some things will alter and change. some quicker than others. The ability to travel great distances in space won't.

The second does not follow from the first. Given that it's been done before, they could have every confidence, and every justification for saying, that it could be done again and yet still want to test all the elements of a brand new system for safely delivering and retrieving people to and from the moon.
You expect tests to succeed, not fail.
The mechanics and logistics of people going to Mars and back are known. Whether solutions to the mechanical and logistical problems are well formed enough to have the same level of confidence, I don't know.

Interstellar travel for humanity is in theory possible, eg. Generation ships. But it's so far off being practical it's science fiction more than reality. Mars landings are just engineering and money.
