I have a problem similar to ian_72 below but my lights do not have a switch on the base.

Is it okay to run a fused spur from the ringmain circuit and use the switch on the spur to control the lights?

That's exactly what I did recently in my kitchen. I was told this was OK by the electrician guy in B&Q.
 
Yes.... you can use the switched spur as your means of controlling the lights
