Spruce up skirting (moved from Projects)

Hello,
I would like to avoid pulling off skirting boards but was wondering how I could improve the existing ones that are quite old. Is it just matter of sanding and re-glossing? How do I fill holes in the skirting? I have pulled off loads of old wires that were attached only to leave little holes - is it just a filler job? Thank you.

To remove old paint I would heat gun the old paint off and give a light sand afterwards. I would also look to re caulk it. As to filling holes you can use most decent fillers. Doesn't have to be wood filler either.
