I think he was merely saying that the fact that "there are two sets of 2.5 T&E feeding the FCU" strongly suggests that the FCU is 'on the ring' - in which case, as has been said, an unfused spur feeding one socket could originate from the supply side of the FCU - but that, if the FCU itself were spurred from the ring, additional sockets could only be connected to the load side of the FCU (i.e. as a 'fused spur').
Everyone else seems to have simply 'assumed' that the two cables connected to the supply side of the FCU means that is is 'on the ring' - but, although they are almost certainly correct, we all know about 'assuming', and most of us understand that it's not totally impossible (despite the two cables on supply side) that the FCU is not on the ring
