As part of my ongoing search for the answer, I have just been reading this Reddit thread about George Orwell's views on fascist philosophy. A poster on here, I can't remember who, replied to one of my previous queries by saying that we were moving inevitably into a war phase. This is complex stuff, but I think it is saying similar:
