You've provided the data for 2018 as a stand alone piece of data. The previous three years worth of data refutes your assertion.The stats show that it failed to deliver anything other than more in than out for the U.K.
It's really simple. UK was tied up with the minutia of Brexit, and had no spare capacity to deal with imminent end of the Dublin Agreement.
Other countries were not so tied up, and were able to get on with the normal functions of government.
