It could be that there just isn't the political will in France to clamp down on these small boat crossings to England, after all, these boat people are leaving France instead of trying to enter it.
It's hard to believe that a 1st world country like France doesn't the capability to set up an effective surveillance system to stop these people from reaching the beach , never mind the sea.
