Can you use PIRs on 'plug in' leds? I was going to use them on the stairs.

Yes, but hope they're not the only lighting for the stairs
 
No just as a fetaure. I've been told the PIRs only work with a minimum of 40w, well the TLC ones.
 
PIRs that have live and neutral feeds and use a mechanical relay to control their switched live output can control very low wattage load of filament lamps.

Some of them however have components across the relay contacts designed to reduce arcing at the contacts and thus prolong the life of the contacts. These components allow a small trickle of current to flow when the relay is OFF. The effect is not noticable on a filament lamp but LEDs may glow dimly and some CFLs will flash every few seconds as they store the trickle until there is enough energy stored to light the lamp.

Im currently trying to get hold of a kit that will enable the lights to go off one by one, so hopefully may solve the problem.
