Stair Spindles

I have a property with an open staircase and just a hand rail. I want to retro-fit spindles to bring it to building regs/make it safer.

If I get two base rails with infills, is it necessary to secure the spindles or do they usually float in base rail groove, held in place with the infill?

I want to minimise the risk of splitting so was thinking of either gluing or leaving to float?

I assume the upside down ones under the hand rail can take a nail gun ?

I wouldn't risk it, they are only little slithers I would just use stixall or something.
