Stand for cold water tank getting rusty, how can I save it?

Hi, my cold water tank stands on a metal (steel?) stand in my flat. I recently noticed the legs are getting rusty due to condensation perhaps. The vertical legs are good shape (probably need painting to protect them) but the 2 horizontal support bars at the bottom lying on the carpet are quite rusty and looking worse than other sections.
Ant advice how can I save it ? Get rid of rust flakes, use rust converter, paint? Anything you can recommend? Or is there another way to add additional support there ?
