Stand for cold water tank getting rusty, how can I save it?

Hi, my cold water tank stands on a metal (steel?) stand in my flat. I recently noticed the legs are getting rusty due to condensation perhaps. The vertical legs are good shape (probably need painting to protect them) but the 2 horizontal support bars at the bottom lying on the carpet are quite rusty and looking worse than other sections.
Ant advice how can I save it ? Get rid of rust flakes, use rust converter, paint? Anything you can recommend? Or is there another way to add additional support there ?

I would think the horizontal bars, lying on the floor, will contribute little to the stength of the overall structure, other than preventing the vertical bars coming together and bending. If you are worried about it I would suggest:
1. Remove carpet.
2. Wire brush loose rust, then use a converter to (hopefully) stop the corrosion and then paint with something like Hammerite.
3. If you feel the horizontals are seriously weakened, insert some wooden pieces (2 x2 or 1.5 x 1.5) to keep the uprights apart. You could use metal tubing instead.

Its unlikely to be condensation in what is effectively an airing cupboard. I'd inspect for leaks. Perhaps don't replace carpet until you are sure all is dry.
 
Unless the tank has no lid, the humidity is likely to be coming from a leak. It might be soaking into the carpet.

I like the idea of strengthening using wood or metal. How can they be joined to the existing stand? Please can you explain?
 
Screw them to the floor. If you want to fasten them to the uprights, use some brackets such as Screwfix Item 857TE. You would need to drill the uprights (and the new pieces if not wood) and use self tapping screws such as Screwfix item 1755H
