The set up stated above using isolator switch is easiest option but can't see it being to difficult to feed a new cable down, and the connections, at switch, of the new cable would be what?

If you fit a new cable it would have earth, neutral, permanent live and switched live.
You don't currently need the permanent live, but it would be wise to keep it available.
 
I don't know why you are having to change ANYTHING.

The existing (timer) fan will have earth, neutral and switched live there already.
You do not need the FCU.

Just connect it up having safely terminated the (not now needed) permanent live.

correct, he doesn't need to change anything, except (recommended) to add isolator switch; see post 10.

If omission of the fuse is considered acceptable, I fail to see how the isolator could be thought necessary.
