Hi maybe some one can advice please
Steal colum to short by by 40mm and I beam not touching level can I insert metal plate exact same measurements with holes for the bolts ?

No as it will be to high and the bolt will be way up above flooring

Lower the ceiling. Buy a new post. Weld 50mm of new post into the middle of that post.
 
whats at floor level?
can it be packed underneath?

Yes, but you'd need to get a piece of 40mm thick steel (?) with slightly over-sized holes.
Or a couple of 20mm thick pieces.
